Welcome to the Villas of Carillon!

Dear Resident,


​On behalf of the Villas of Carillon Homeowner’s Association Board of Directors, we welcome you to our community. In the coming months we look forward to meeting you, whether it be walking through the neighborhood, at the pool, a board meeting or community social event.


The operation of the Homeowner’s Association is governed by a board of five volunteer directors, who are elected by the community. Elections are held at the annual homeowners meeting in April. The Board is responsible for overseeing the daily functions and financial responsibilities of the Association, and for maintaining members’ compliance with the established rules and guidelines. ​


Please take the time to read through the Declarations of Covenants, Conditions & Restrictions (CC&Rs) and Bylaws you received during the home purchase process. Copies are available on the community website. There is a monthly Board meeting, held on the fourth Tuesday of each month, at the community clubhouse. All homeowners are invited.

Community Website

Our community website, ​​www.villasofcarillon.com, is a repository of information containing virtually everything you’ll need to know about our community and the surrounding area. Upcoming Events, News & Updates, Declarations, Bylaws, and Policies and much more can be found on the site. You’ll also have access to all the online forms allowing you to submit requests for Vehicle Registration & RFID Tags, Architectural Changes, Landscape Enhancements, Parking Exemptions, as well as Clubhouse Reservations. Please take a few minutes to familiarize yourself with the site to get to know your community as it provides ready answers to most of the questions homeowners typically have.


Property Management

Management & Associates is our contracted property management company. Our Property Manager can easily be reached via the community website. Visit the Contact Us page on the community website for more information. The Property Manager should be contacted regarding any service issues related to the community property, any apparent violations of rules and guidelines, and for any questions about homeowner dues and assessments, etc.


Keys & Access

Resident door keys, USPS mailbox keys, and pool keys are exchanged at the time of contract closing or by the unit lessor at the time of move-in.


Residents must complete the Vehicle Registration & RFID Tag Request Form in order to request/purchase RFID tags to be installed on their vehicles. This is the only means of resident access to the property. Visitors may be granted access by a resident via the Gate Entry System either by using the Directory to call the resident or using Temporary (24 hour) QR codes. Architectural Control

As a new homeowner, you may already have some ideas on how you’d like to improve your property. Please keep in mind, the Association has an Architectural Control Committee to help maintain the quality of our neighborhood. Its function is to evaluate the plans for all changes to the exterior structure to ensure compliance with all covenants, restrictions, and guidelines. The purpose of this review is to protect our scenic environment and maintain the value of our homes. Requests for virtually all modifications to the exterior of your home and property must be submitted to the Architectural Control Committee for approval before any work begins. If work is started without prior approval, the homeowner may be required to alter or remove the changes. Please visit the Architectural Control page on the community website for more information.


Landscaping

You may also have ideas about landscaping improvement around your property. Please note that the Landscape Committee is responsible for assessing landscaping in need of repair and enhancement during regular property inspections with the landscaping contractor. Landscaping is owned and maintained by the Association. As such landscaping installation, removal, repair, and maintenance is performed by the Association’s landscaping contractor. Homeowners who would like to see landscape enhancements of their own design or otherwise not included in the landscape contractor's scheduled work plan will be expected to request approval for these enhancements before any work begins. Rules of the Road & Parking

The Villas of Carillon is an active neighborhood, where adults and children can be found playing, cycling, jogging, and enjoying a walk either alone or with their pets. Please obey the posted 15 MPH speed limit signs to help ensure the safety of your neighbors. Stop signs are posted at every intersection. Please be sure to come to a complete stop and keep an eye out for your neighbors, their children, and pets.


Each townhome has a two-car garage as well as a driveway to accommodate an additional two cars (allowing space for 4 total cars per unit). All resident vehicles must be parked in either in their 2-car garage or driveway. Boats, RV, motorcycles & commercial/work vehicles, or trailers must be enclosed fully inside the garage of the unit, or elsewhere outside the Community. The community has 30 additional common area parking spots for guests/visitors of the community which are clearly marked. Parking on the street is strictly prohibited and may result in immediate towing of the vehicle without notice.

Pets

We are a pet friendly community that has adopted a set of reasonable restrictions pertaining to pets to ensure the quality of life and aesthetic appeal for our community. All pets must be kept on a leash when outside in accordance with city ordinance. Pet owners are to immediately clean up after their pets and dispose of waste in either their own garbage cans or in the garbage container near the mailboxes at the Clubhouse. Pool & Clubhouse

The Villas of Carillon has a lovely fenced in heated pool area and a community clubhouse equipped with refrigerator, microwave, sink, a big screen television, and plenty of seating. The pool is available for all residents of the community and their guests. All persons using the pool must always abide by the pool rules. The community clubhouse may be reserved for a nominal reservation fee and security deposit. Visit the Clubhouse Reservation page for additional information.


Sales & Leases

All new purchasers & lease applicants must disclose accurate and truthful information on the proper application form for each unit purchase, or for each lease term and each lease renewal to facilitate the Association's thorough background assessment relating to criminal activities. Applications must be submitted for Association review. The Association may require up to 20 days to process applications. Visit the Sale & Lease Applications page for additional information.


Trash & Recycling

Garbage containers must be continually stored in the unit's garage except for curb placement on the specific days each week that the City of St. Petersburg performs their pickups - normally Tuesday and Friday afternoons. The Villas of Carillon does not have curbside recycling service. Those who recycle must visit a drop off center. Social Activities

Keep an eye out for invitations to social events occurring throughout the year. This is a great way to have fun and get to know your neighbors.
