Community Update

As many issues and topics have surfaced over the last few months, the board of directors would like to provide the following information and guidance to keep our community at its best. Please take a few minutes to review the topics below:


Who to contact for community requests?

Guest Parking Spots


Some residents have started using the guest parking areas with greater frequency. Guest parking, as outlined by this community’s Rules and Regulations, are restricted for the temporary use of guests and contractors only. Guests are welcome to utilize these parking areas for a short period of time (3-5 days) after which we ask that notice be provided to Management Associates requesting for an exception.


Enforcement of these rules remains a tedious task and brings no joy for the members of this board. We thus ask that all residents and tenants do their part in adhering to the guidelines.


Sustained abuse of the guest parking spots can result in a $100 fine and if necessary, towing of the vehicle.



Parking Guidelines Update


Due to an incident in the neighborhood, the board is issuing new guidelines around street parking for vendors operating/servicing residences. The (attached) document formally defines such exceptions in detail and will be brought to a vote at the next board meeting for approval.


As a reminder to residents, street parking is not allowed for any resident, tenant, or guest without exception. Rules and Regulations state that no street parking is allowed at any time.



Pets


As a reminder, pets must be kept on a leash at all times while in the common areas of this community. Moreover, it is every pet owner’s responsibility to pick up their pet’s waste. This is outlined explicitly in the community’s Rules and Regulations – Article IX Section 13.


The board will be leveraging fines of $100 going forward if necessary.



Trash Cans


Trash days for Villas of Carillon are Tuesday and Friday with exceptions for holidays. Per our Rules and Regulations, trash cans are to be brought out the day of pickup and returned at the end of that same day. Placing your trash can outside the night before pickup is against our community rules.


The board will be leveraging fines of $100 going forward for repeat offenders.


As a common courtesy, please consider placing your trash can a foot or more away from common grass areas on Tuesdays to help our landscape crews access these areas on their mowers without obstruction.



Roof Issues and Leaks


It is that time of year where the seasonal heavy rains of summer bring roof leaks. This is inevitable and remains an important part of our community maintenance. The currently contracted roofing company (Crowther) is working overtime not just in our community but elsewhere. It goes without saying that in an economy where contractors are hard to come by, the relationship our Architectural Committee has fostered with this company is paying dividends in ways that most residents do not appreciate or see.


The board would kindly ask that any unit owner with a roofing leak to please keep Management Associates informed and exercise patience with our contractors. Repairing tile roof leaks takes time and skill to repair effectively without causing more damage to aging material.


AC Stands and Patio Decking


Many residents have brought up concerns about rotting patio boards or failing AC stands. This is a reminder that ALL decking (surface and structure) including shared AC stands, are the responsibility of the homeowner, not the HOA.


As such the maintenance of decks and stands will be recorded, notified, and enforced in the coming months by the Architectural Committee as areas that are failing to meet community standards or are not up to code are identified.


Storage of building materials, planting equipment, satellite dishes, general trash, etc. under or near patio decks is not permitted and must be remedied or will incur notice leading up to a $100 fine.


Regarding AC stands; when this community was constructed, many units were built with shared stands. In other words, one stand serves condenser units for two separate unit owners. As these stands fail or as residents replace their AC condensers, it is advised to repair or completely replace stands altogether with separate stands.


Please reach out to the Architectural Committee via Management Associates for recommendations on this subject specifically.


Water Usage and Water Valves


Water usage in Villas of Carillon remains a shared expense provided for by our community dues. This cost fluctuates throughout the year but in general has trended upwards over the past year. We ask that the community continue to be cognizant of their water usage, monitor for leaks and consider changing toilet apertures if original. This type of maintenance and awareness is not only great for keeping due’s down but also for helping reduce environmental waste.


As of today, nearly half of the units in our community still have plastic shutoff valves servicing their unit’s main supply line. After 15+ years of service, these valves have been known to fail which in emergency water leak situations is a big problem. While the maintenance and repair of these valves are the unit owner’s responsibility, shutting off the community water supply at will for one owner to repair their valve intermittently throughout the year is an unsustainable effort.


As such, the board will be looking into competitive bids to replace these valves in batches at the unit owner’s expense in the coming months. More communication will follow on the details of this effort.
